Tool boxes may have all kinds of useful or worthless tools. The best hammer in the world won't saw a board, the best pipe wrench won't drive a nail, etc. The answer is to have the right tool for the right job.
No matter how many bulls are in a pasture, nor how expensive they may have been, will they do the job and move genetics forward for values? Are they the right tool for the herd of cows they are working? Some cow herds may be small, blaaa colors, little horn or high horn, you name it. The right bull can fix the genetic weakness or the wrong bull may just continue the herd down the same moderate or ordinary direction. Every producer's job is to select bulls that will raise the herd to a higher value level.
